When a bloody string of ritualistic murders strikes the Safe Harbor Center, a foster car home for abused children, police detective Carly Segan and her partner Joe Avery are called in to crack the case. But the deeper Carly plunges into the investigation, the more she will become entangled in a deadly web of blackmail, betrayal and murder. The murder trail leads her to a convicted child molester and a devil worshipping underground artist, but then turns cold. 
Carly is taken off the case after the killer savagely attacks her and then claims her old friend Olivia as his next victim. Hungry for vengeance, Carly takes the law into her own hands, relentlessly pursuing a deranged psychopath who is much closer than she thinks. As the killer closes in for his final kill, Carly alone must find the strength to confront this deadly figure from her past... or die trying.
